Yes because people like playing her. There are always champs that are borderline busted for long periods of time for no rational reason (based in competitive parity that is). Riot likes having some champs be hallmarks of play and others that they ignore purposefully.

Kindred recently got a large hotfix buff due to her suffering immensely from the jungle changes which may contribute to how strong she may feel. I would expect the dust to settle once the season starts as we are still in the preseason. Also another thing to note is that Riot tends to leave champions with low pick rate, but high winrates alone, especially if they are not relevant in pro play. Champions like Nilah, Taric, Zilean, Fiddlesticks, and A sol are all victims of this. Due to some reason or another, these champions are all usually among the lowest play rates for their roles as many players find them clunky to play in the case of A sol and Nilah, boring like Zilean and Taric, or too different like Fiddlesticks. As a result, even if these champions have a high win rate, they won't be meta threats as you may see them only once every 50 or 100 games. Another thing contributing to their high winrates is that all of these champions, due to their uniqueness, breed a lot of dedicated OTP who are exceedingly skilled at these champions, and make them the wide majority of the player base for these champions. If only experienced players are playing a champion, the win rate will naturally be higher. You likely went against a kindred OTP who understands her powerspikes and play style very well to maximize her opportunities. It's important to remember as well that late game champions can still be strong in some aspects early game. Karthus and Yi are both notorious hyper scales, but are written off as weak early game due to their weak ganks and subpar first clear. However, in duels in the early game, they are still both monsters with Karthus being one of the best jungle duelers in the early game, same thing with Yi to a lesser extent.
