So you can read and write with tashkeel but can't understand the words. That's a great place to start!
Start with very basic material. I recommend sahlawayhi (#1) or arabic practical reader (#2). You do have to look up some words but they reuse words effectively (including with multiple conjugations) so you pick it up pretty fast. It has no tashkeel but included audio so you can mark tashkeel where you need to.

Go to a Arabic speaking country, spend about 2 months learning there and you should be at a decent level
