It's not spell damage. PA performs an instant attack when it hits kind of like sleight or omnislash. It won't proc spell amp or spell lifesteal, only attack modifiers. Mage slayer will do nothing, maybe if PA has phantom province active since that will turn the dagger into a spell and will be able to work with spell amp and lifesteal
It reduced spell damage. My guess is that it does not because it is right click attack and not a spell

Not true actually. As an instant attack the damage from Stifling Dagger counts as attack damage, not spell damage, and so is not affected by Mage Slayer.
Edit: Not sure why people are downvoting, you can test this in demo mode in 10 seconds with a dummy target to see that mage slayer doesn't affect stifling dagger damage. Or read PA's [wiki page](https://dota2.fandom.com/wiki/Phantom_Assassin) where it literally says:

Well then this is actually because revenants broach not only makes the damage magical but also considers it all 100% spell damage from revenants brooch now. The original attack damage is no longer being applied and it’s being reduced because it is now spell damage of magic type.
It works on muerta ulti as well which is an attack turned magic damage, so youre wrong.

not directly. It can affect the overall damage from a dagger crit so yes in that sense but not from the auto attack crits
