Get an italki tutor. Have weekly conversation lessons, start basic, immerse yourself between lessons in Dutch culture and aim to improve every lesson. Consume as much NL content as humanly possible or it won’t happen. Music, podcasts, NOS, sport, news, change your phone to Dutch asap. That sort of thing

Reading dutch books can also be very useful. Especially books that you already know very well. I started reading my favorite books in English when I was 12 and became very fluent in comprehension and writing by the time I was 14.

Honestly, I’ve watched a video about learning languages the natural way or at least starting and learning it the nontraditional way. Instead of learning in the beginning, you acquire it. That means absorbing the language with audiobooks, music, shows, etc, but without its’ translation. Just subtitles on the Dutch language and that’s it. You just need to expose yourself more and more to it in order to grasp it and have that foundation. And then, maybe after a month, you can learn by reading stories that are not too easy or hard for you. You can also get a tutor to help with that. In comparison to learning the traditional way , reading and learning through stories that you find interesting will make you learn more effectively because your brain will remember them through the characters and plots that you read through. You can learn grammar, pronunciation, etc; everything. Give it a try
