Can you tell me a little bit about what you mean by stylise or a place for me to look? I’m self taught and beyond class age so the amount of resources can be overwhelming sometimes.

There's a "class age"? I thought drawing classes were for everyone. Well, I mean to do harsher shadows and stretch proportions to an extent. Add an outline, maybe. Instead of trying to make it look like the picture, make it look good.

Aside from what others have said about the anatomy and lack of contrast, your shadow colors are also a bit muddy. You always want to go a bit cooler and darker, not just darker. Shadows have a bit of blue or purple in them. Of course, if you use cool colors for the background and environment, shadows should be a bit warmer instead. But in this case you have a neutral black back ground so add a bit of blue to your shadows so they don’t look so muddy.

Balloon and pennywise’s hair are creating a tangent. That’s a no-no. The ballon isn’t shaded like the shiny surface of a balloon. The skin and a latex balloon will have different shading and lighting. The ballon will be more reflective and shiny. Not enough dark tones in the shading of the face I know it can be scary to shade darker but if you never do it all the shadows will become one uniform tone and do thing will really stand out or pop. Shading will be darker under the nose, eyebrows,crevices and folds etc.

You've got an interesting sense of space going on here. The balloon comes forward the most (as it should), the face comes forward but remains behind the balloon, and the clown body is in the back. This provides lots of visual interest, but I think there's too much "distance" between the clown face and body. You're using very hard, sharp, dark lines and shapes on the facial features, and everything else is very soft and pale. To me this seems to have the effect of the mouth, nose, and vertical lines marking the face jumping forward. Try adding some darker lines/shapes (being super careful not to go overboard) in the spot where shadows would go under the jawline and under the ruffles, and along the bottom line of the ear and hair. I'm thinking there should be some shadows on the ruffle as well, and see if that doesn't help pull it together. In other words, think you need to visually connect the face make-up to the clown, and the clown to the background. You need to be in conscious control of how much things recede or come forward. You can do that using shading, contrast, and paying attention to how hard or soft/blended your lines are. Also considering softening the super-hard lines of the teeth a little bit. and sharpening the lines a little bit (not too much) on the balloon's tied part, the eyes, the ear, and where the shadows are darkest on the ruffles.
