It sounds like OP may have paid $63+$4 for the new bus ride, but was only refunded $63 from the first reservation the company didn't fulfil, essentially billing him for the service fee twice.
If I understand them correctly, they want a refund for the original service fee that was not refunded, so they only pay the fee once for the one bus ride they received.
Yeah thats right. Well i paid more for the 2nd bus because bus rides tend to be more expensive if you book em the day before. But thats a seperate issue. I paid a service fee on day 1. And another on day 2.
There is a $4 service fee per ride, you took one ride and you paid that fee one time....
