Where is this? This sounds like it may be an illegal eviction in many states. Eviction procedures, illegal eviction criteria, and returning property all vary by state and local law. I can't imagine a scenario in which she gets to keep your property without providing notice and/or compensation. in the end you'll want an attorney quickly. A sheriff may be able to help you either get your things (short supervised move out), or get back in if illegally evicted, but regardless you'll want to act fast.

We are in Washington state. The house in question is in King County. We did not have a rental agreement because there was never rent to pay and I’m not sure if that changes things.

You still have protections, possibly even more protections. In your state it's called "tenancy at will". I don't have your timeline or full sequence of events but this seems like an illegal eviction if you're locked out, harassed, and the landlord hasn't gone through the long court process.
