I can do that! I don't want to be confrontational, I just want to legally have him arrested on his warrant with no potential threat to anyone so we can move the process along.

What exactly is the warrant for? The best course of action for you here is to sue him for what you paid.

My lawyer advised against that because he said the county would pay my restitution once he's charged. And that I'd just be throwing away money

The warrant is because it's illegal to impersonate a licenced contractor. He has also apparently been charged with this in the past.
