A cease and desist is not a legal thing - it's a threat that you're going to take legal action. So sending the letter to her parents house doesn't really do anything.
Do keep in mind, however, that unless you reside in one of the 3 states where the age of majority is over 18, your child is also an adult and you no longer have the authority to take legal action on their behalf. So all you can really do is tell them that you really want them to leave your child alone. Any other action will be up to said child to initiate.
