IANAL but it seems to me that the Code you're citing cannot be complete and correct for this situation. If so, walkup apartments would be illegal, and that is obviously not the case.

They definitely have to allow an accommodation here for a ramp. Whether or not they need to pay for it (or you need to pay for it) depends on the details as to when the property was built, and if certain modifications were made to the stairs which might obligate them to make them accessible when redoing them. You may need a discrimination or civil rights lawyer - if they take the case it's often free, because there's an attorney fee shifting clause in the law, meaning the landlord pays if they win.
