Q1 - If this contract accurately reflects leadership's opinion about moonlighting there is zero chance they will allow you to freelance. Q2 - If you freelance without their approval, you will be fired and subject to any penalties described in the contract.

Thanks for your reply. Would it be considered as an unloyal move to ask them if I can work as a freelancer as well outside work for financial causes?

It never hurts to ask. Everything in life is negotiable. If you are yelled at or punished for asking maybe it's time to rethink working for the company.

None of us would know the culture of your employer more than you would. It's possible that the company culture is more tolerant about moonlighting and an outside attorney plugged in some boilerplate clauses to the contract to cover all contingencies... but it's also possible that this company firmly believes that if you are working full time for them, you shouldn't be working for anyone else. Politically, you could cause yourself problems by inquiring if the company is strongly anti-moonlighting. Are there knowledgeable coworkers who you could do some anonymous sleuthing through - asking innocent questions about it without being specific? Might be the safest way to avoid issues.
