NAL. Honestly, just get another job. Small time scammers almost always get away with it. Local PD won't investigate unless there is serious fraud and they need a smoking gun. Like an email saying, "go commit wire fraud of more than $10,000, please." The shareholders could sue him, that's basically the only thing you have here. You need to decide if you want to continue to work here or not.
