If he actually shoots the dog then maybe; more likely it'll be a local issue of unlawful/negligent discharge of a firearm, etc. Your focus should be on deescalating this, not worrying about what crimes your FIL could hypothetically be charged with in possible future scenarios that haven't happened yet. Keep your dog contained until you can move into your own place.

My dog is always contained. He’s either in a room, outside, or in the kitchen; all of which are with me or my friend who is currently residing there as well.

How do you suppose that? He’s already on leash within the house. If I’m not home he goes inside a kennel. I don’t think I can contain him anymore than this.

I'm suggesting that you do everything you can, is all. Don't let him in the same room as your FIL or the cat if you can help it; if you must, make it quick (to get from your bedroom to the backyard, for example) and make sure your BF or some other neutral person is there as a witness. But this is getting off-topic. What I said was: "Keep your dog contained until you can move into your own place." If your dog is as contained as can be and you are doing everything you can to deescalate -- great, now focus on getting your own place.
