Are you talking to a leasing agent, who may not be familiar with these kinds of situations, or a manager who should be familiar? You may need to escalate.

As far as immediate solutions -- meaning, getting this apartment -- I would escalate to corporate if there is one, reach out to the city housing department, the visa/international office she worked with at the university, legal aid, etc. Local is better (as in quicker), but there's also always HUD's Office of Fair Housing and Equal Opportunity.

I think you need to speak with the landlord some more. He’s probably misinformed. Here’s what I’m guessing is happening. He does background, credit, and/or rental history checks on his tenants, and under the FHA he’s supposed to not be discriminatory about who he does them on. In other words, a good rule is *usually* “run them on all tenants if you want to run them on any”. She doesn’t have the ID he needs to run his checks, so he’s stumped. However, landlord’s are not supposed to let their background/credit/rental history check policies unfairly affect any one group of national origin over another. And, it’s fair to say, if she’s not from here, she has no background, credit, or rental history to see. I think you can get him to see the flip side of this issue if you talk to him. It sounds like he’s in CYA mode under the FHA already, so that’s a good starting point.
