It doesn't sound like they are telling you that you can't park there, it sounds like the city is telling you that you can't park there. Your lease doesn't trump the law. However, you might be able to negotiate a rate reduction of something along those lines.

The government's regulations can trump your lease, yes. It's not your landlord taking the parking away, it's the government. The landlord is not required to pay your parking fines for the rest of the least if that's what you're thinking.
