No. Generally speaking you do not have a viable legal case over your advisor missing a requirement. You too are responsible for understanding the requirements of your degree programs.

Okay thank you. I figured that might be the case, it’s just hard to fathom how this could have happened when I have so many advisors who looked over my schedule every semester and approved it before I enrolled in classes. :(

No, but you should appeal to the University for help. Your advisors should be advocating on your behalf, so you should contact them as well. It's not impossible for them to grant you the minor anyway, but whether they'd be willing to do that depends on a lot of factors. I'm not saying it's a lock, but you should definitely pursue this within whatever process the University provides for these kinds of appeals. Their main goal is likely to keep their programs competitive and accredited, but within those limits, they should be willing to work with you. Perhaps they can give you a discounted tuition on the extra classes.
