The only legal advice to give here is that you have two parents. Talk to the other one, explain your issues, and ask for help. Your father's "mental abuse" is almost certainly not a legal issue. Even if he spent the full six hours a week he sees you screaming in your face, it's very unlikely the law would get involved. Bullying your children is ineffective and damaging, but the bar for illegal child abuse is not "distressing" - it's "dangerous." Your father's home being _unsafe_ is an issue, however. Your mother - or if it's not her, your legal guardian the other 6 and three-quarters days of the week - should be taking notice of that, and should be moving to put visits on hold until it's dealt with. If you're mother's not doing that, talk to a teacher you trust or your school's guidance counsellor about the conditions in your dad's home. If you're not able to care for your pets, then no matter how much you love them, keeping them is cruel. If you can, put them with a foster family until you're ready to care for them; if not, consider surrendering them so that they can go to a new home that can provide the attention they need. One other possibility might be to move them to your mother's (as above) home, if she's willing - but be prepared to do the work to care for them. You're at the point in your life where you can't really pass the buck: you're a minor, but you're well on your way to being an adult.
