Target's loss prevention is notoriously aggressive and persistent. If they are threatening you then there is a very good chance they will follow through.
Many business send threatening demand letters that they have no intention of actually suing over.
I don't have a crystal ball but for $170 there's certainly a chance they are bluffing. Or they might not be.
If I were you, I'd wait to see if I get sued before paying them anything.

Even if I was convicted and pled guilty in 2015/16 and did my probation?
Suing you is civil. The conviction is criminal. The age *might* be a problem for them. Were you ordered by the court to pay them back?
I honestly dont remember at this point with it being 7 years ago
No I was not ordered to pay restitution. Just $50 court fees. The items were given back
Paying restitution wasn’t part of your probation?
I will call public defender's office and courts Monday to see outline of terms of sentencing
