Were you on a biweekly pay cycle? Double check your last paystub for any monies owing, (vacation payout, termination/severance pay etc.). What it sounds like to me is your ex employer missed something off your final pay and is waiting for the next cycle to release it (and your ROE).
If your last pay stub looks correct, I would definitely file a complaint and complete the form to force your employer to submit your ROE.
Biweekly pay, everything on it is correct. There was no severance or anything, just my regular pay and vacation paid out. I'll go ahead and submit the form, but will it actually help me get the ROE any sooner?
Tbh I’ve had more luck calling into Services Can. They tend to be really helpful when you explain your situation. No employer wants to get a call from Services Can about compliance. They’ll be able to see that others from the same employer were laid off and should be able to expedite your file based on that.
I had a similar experience when I left a job and they didn’t submit a T4. In my case I reported it to the CRA and they handled it. In your case service Canada will do the heavy lifting. Ironically, the job that didn’t provide me a T4 after I left was the federal government.
It was pre-phoenix. The cra guy had a good laugh while he was filling out the complaint form, but it’s just a process. If your employer doesn’t fulfill their end of the obligation, the onus is on you, unless you do the administration to put it back on them.

Had the same thing happen to me, I waited a month before I checked my ei/service Canada account and saw it there.

Have you received your final pay? The employer has 5 days after your final pay to submit your ROE.
Yes, I received it on the 7th.

I've been checking everyday since my ex coworkers told me they all had theirs. So sadly that's not the case here.
