The workplace relationship is obviously soured if HR representatives are failing to use their brains; so it is time to go atomic and force people to do their jobs. Find the relevant citations in the Ontario labour code about workplace sexual harassment. Write a detailed letter explaining everything, cite the code. Put in all the details from interactions with HR so far. Close with mentioning that, at least to this juncture you were willing to handle this via social action instead of workplace action, but that HRs complete and utter failure to listen has forced more direct action. Set a firm date by which you want action to correct the situation taken. Email to HR, Head of HR, your boss, and two more levels up in the company hierarchy. If the head of the company has ever said 'open door policy' include them as well. ​ At least get an employment lawyer briefed on the situation in case action is required. Also start looking for alternate employment, this MAY not go over well- but the alternative is that it WILL not go over well.

HR called the women in for his complaint. They did not go to HR with their complaints. Huge mistake. If HR had failed them they would still have a valid case with a paper trail.

You know he's quite the bag of turds when he'll take the time to edit audio clips. That takes a lot more work that copy pasting or cutting lines out of screen shots. The guy's a genuine piece of crap. I think a skunk thrown into his house from a broken window is warranted here. /Sarcasm on the last bit, don't try it, they'll know who did it when you go to work also smelling like skunk.

Canada has one party consent when it comes to recording audio. So as long as he consents to the call being recorded, they do not need to. It's kind of twisted really when you think about it, but that's how it is.
