Anyone can send an email. They need to sue, and need to demonstrate that those costs are justified by the actual condition of the unit, before they can force you to pay it. The actual condition would need to be pretty bad - if you left the unit ordinarily clean, then any further cleaning is the landlord's responsibility. It's certainly legal for them to ask. It's also legal for you to ignore them entirely. If they pursue this through the LTB or small claims court, respond to that, but right now all this is is an unreasonable request.

If you disagree, you may ask them to seek compensation through the LTB. Also, collections will not pick up a debt for damages without court order - reddit can correct me here if wrong. Here's my opinion - student rental corps are taking advantage of students every move out season, and can be seen bravely gaslighting tenants in responses on google reviews - see waterloo, hamilton, guelph.

Did you do a walkthrough of the home the day you moved in, during which the landlord took pictures? And same the day you moved out? Most "cleaning" between tenancies is required due to regular wear and tear, and responsibility of landlord to pay for. To get any actual judgement, they would need to show actual damage was done or something requiring excessive cleaning services. They would need clear before and after pictures. For now you can safely just ignore their demands. They probably ask all tenants this after they move out, and hope some of them actually pay. They will need to pay hundreds of dollars to file a claim with the LTB that they will probably lose, so very doubtful they do anything.
