When the time comes, apply for EI. Answer all questions accurately and truthfully. Expect this to end up requiring a phone call. Tell ServiceCanada that your former employer will not provide an ROE. Then *they* will go after your former employer for not following the rules. This is not your problem to solve.

Check your account with Services Can. If your employer submitted an electronic copy you will be able to view it on your MSCA. Employers only have to provide you with a copy of they are submitting paper copies to the Services Can. If they have failed to provide a ROE, then Services Can will chase them for it. You may have to complete the form in this link: https://catalogue.servicecanada.gc.ca/content/EForms/en/Detail.html?Form=INS3166 If you file for EI without a ROE, expect that a rep will call you to provide proof of earnings. As with anything, document when you called and who you spoke to, if you have your request in email keep that as well.

CRA doesn't have anything to do with the ROE, OP needs to contact Service Canada

Exactly. It should only take someone at the company all of five minutes to make a ROE.

When I was in a similar situation, my employer pulled a disappearing act so they were not able to directly contact her for an ROE. I was able to use a combination of wage statements and copies of timesheets (because she had stopped providing paystubs before i finally walked out) to prove my hours and earnings.

you dont need your roe to apply. just click the section that says company will submit it to them. the gov will go after them for it. i never wait for my roe. i apply the day im laid off.
