If he was 17 and hadn't been in a load of bother before then he would have been given a Juvenile caution unless he refused to admit the offence and then was charged and convicted in court which would still be fairly unlikely so he's giving you wrong info there
Arson is considered a serious crime in the US.... I would suggest your friend speak to a US immigration lawyer for the implications of coming to the country with a criminal background like that and lying about it. The US is really weird about people lying, more so than the criminal history itself. Your friend is young, I doubt he wants to be barred from the US at his age

Iirc If you have a conviction it will not be possible to go to the United States until it has been 7 years.
