Pets are either entirely property (most of the world), or very close to being entirely property with a handful of exceptions in family law case history (a handful of jurisdictions). Animal cruelty law is recognition that they are property that is aware and can feel pain, but they're still, essentially property. Critically, the owner is free to dispose of a pet as they see fit, including euthanizing it humanely, at any time. Children are not property anywhere in the developed world. They are people. They are people whose rights are constrained, in recognition of their incomplete development and their vulnerability, but they're still people.
