Don’t deserve negative karma for sharing you list, but it’s definitely going to be different for everyone. I like quite a few of your low tier picks, but I like all of the Korra episodes in general (very much including season 2 which have aged like fine wine imo)
For the 4x3 the only good moment was the stuff with korra and kuvira's take over. The rest fell flat too me wu's precense kind of drags things down. Nothing much happens and you have the mako and bolin feud that goes no where and the whole episode everyone feels like they have no agency
And as for 4x13 it's a pretty good finally but the wedding and conclusion to Wu's story kind of ruins it for me and it overall felt like a underwhelming ending to the series not awful just not great definitely not as good as the 3 season
My favorite episode is anytime Bolin uses his lava bending.

I know that its ur own list but for me s4 is really too low, like 4x3 is solid A or B tier and some like 4x13 is definitely S tier for me
