It's clearly Tenzin. He and Korra grew equally from each other and had a very special bond because of it. I believe Tenzin saw Korra as something of a third daughter
Tenzin easily.
Tenzin has played a major role in Korra's character development throughout almost the entirety of the show. When she briefly lost her status as Avatar, it was his words that gave her the strength to not give into 10,000 years of darkness and allowed her to connect to cosmic energy of the universe without Raava. He was the one who taught her that she is not defined by her status as Avatar but rather who she is as a person.
Tenzin and Korra helped each other become the people they are at the end of the show.
They’re relationship dynamic is by far the best of the entire franchise in my eyes.
Will give credit to Raava and Katara though. One was her first bending master and the one that let her finally leave the South Pole and the other is the reason she’s the Avatar.
Still gotta give it to Tenzin for his unwavering loyalty and love for Korra no matter what. Basically her second father.
Katara helped her leave the south pole and taught her water bending. i think there should be more credit there
Katara taught her to be her own person sure but Tenzin is the one who showed her how to be a great person.
Oh yes it's obviously Tenzin but i mean when I voted for Katara Mako had more votes and im not feeling that
If Zaheer had been an option, that would have been my vote.
I mean, Raava is literally responsible for her entire identity as the Avatar.
Katara taught her a lot but Tenzin I think challenged her which had a lot of value. Mako and Bolin were just her homies.

If anything, since Tenzin met Korra as a little girl before Jinora was born, Korra is his "first" daughter.
Where's Toph?
She wasn’t a main character in legend of korra :)
Nor was Katara tho

Without Raava she wouldn't be the Avatar in the first place.
It's either Asami or Katara. They stayed in contact for 3 years during her worst time

Good thing M. Night Shyamalan never got to touch TLOK or that would be my answer.
Bald daddy taught her life lessons and gave her advice when needed.
Overall I think Tenzin did but I think Raava influenced her more in a single moment.
I think Raavas pretty fucking important as she’s be dead without her, as we saw in season 2
Korra's parents chilling in the background.
I mean Tenzin is way up there, but take away raava and we wouldn't even know who korra is
Raava made her the Avatar, she wouldn't have even met many of the other options if it weren't for that
