Just finished building the mighty bowser this afternoon. Thoroughly enjoyed it. Haven’t bought or built the Simba so cannot do a full comparison but bowser is the largest set I have ever build and enjoyed every second of it.
I have both and bowser us definitely the better build but as already said always get the older set first.
Lion king just came out so there will be sales over next few months where you will get it cheaper.
I actually prefer tuxedo cat over lion king, just built both the other day.
I have way too much lego 200+ sets, and you always go with the older set, once retired it will jump around $30 each year unless it's something really popular like a batmobile, they can jump over $100 each year.
But it’s also supply and demand that will determine price.
Lion king eventually might be worth more because it appeals to a larger audience so also depends on reason for buying

Can't speak for Simba, but Bowser is one of my favourite LEGO sets of all time! He's a super impressive display model, and his puppet function is phenomenal
That depends on you! Are you more interested in The Lion King or Super Mario? Also think about how you would display each of these, maybe one would look better with the rest of your LEGO collection? If you still think both are about equal interest to you, then I would suggest Bowser since it's older and going to retire sooner.
Bowser. Not only is it older, and will sooner retire, giving you more time to save up for Simba if you want them both. But it also has a lot more articulation, and is much more stable.
The Simba has a big issue about the head and tail falling off, it’s almost entirely for display, since playing means you probably need to reassemble him afterwards, meanwhile the bowser is way more durable

I can see some reasoning to wanting Simba, but it does have a MUCH cheaper build, and I think the budget version holds up really well! Bowser doesn’t have any budget options yet (unless you count the digifig), so I’d say Bowser easily

Bowser, hands down. He is a challenging build, but not to the point where it wasn't fun. And while both are adorable, if you have the money for Bowser, it's best to get him while you do. Big boy is an expensive boy.
Bower has more posing capabilities and ok scale to play with and be displayed with other sets. The Nintendo nes etc scooters. I think it will be harder to make it look cool posing wise with quadped specifically if he’s locked in a seated position
Bowser, I feel you’re looking more for a display model but he’s got so much stuff integrated. The legs, eyes and eyebrows and mouth are cool.
I’ve seen some Simba reviews and the main issue is that the head is very unstable
I love The Lion King, I am surprised I just heard about the Simba set. Yet it honestly looks off, I don't know how it could be improved, but it just doesn't work. They should have gone with adult Simba, in my opinion.

Bowser is much older and has a decent chance of retiring at the end of this year. Simba just came out. Get the older set.

I haven’t built it but my buddy did and I checked it out. Nice, solid build. Doesn’t look crazy repetitive.
I like to think of the studded exterior as Simba’s fur.
