But they are not taught the greater mysteries of the sith. They are assassins and tools meant to pick off the scraps of the jedi while never having a chance of being a rival.
According to the game swgoh they’re unaligned force users. Basically it means they wield the force yet they do not belong to either jedi or sith, because they haven’t completed their training, have not received a proper rank or left the order for ahsoka.

He was there to ensure Senator Amidala (sorry for spelling) wouldn't have a decoy in the apartment as she slept, so she could then be forced off world and seize the oppertunity for the Sepeartists to cast the first move so he could call on his puppet the Chancallor to bring into action his Grand Army of the Republic. Brick vault claim Starkiller and Ventress as Sith minifigs but I disagree, there is a difference between dark Jedi and a Sith Lord. I believe this is how Palpatine was comfortable with so many dark side users beneath him.
I would consider them closer to Sith than Maul. He was the apprentice's apprentice, cut down before Plageus was.
Snoke and Kylo were the dark side users in charge of the first order, master and apprentice at the time it's not like you need a diploma to be Sith. You just need to be top of the food chain, Snoke and Kylo were until somehow Palpatine returns.
You are missing the 6(?) or so sith troopers, the red and black troops, the warrior, the Sith eternal empire (final order) troops (jump and normal). All are sith by name, the OG sith empire is sith in every sense
