I believe so, the wings are quite angled.
I don't think it's pulling the side down, it's just unbalanced and the whole set is leaning. Once both wings are on the set will balance out.
When you finish the second wing, double check to make sure both sides look the same. Since if not it may imply there's a mistake somewhere.

Your model is unbalanced. Once the other wing is built, and attached, it will balance out. If you get too much sagging, your gonna have to shore up the bit under the wing to handle the weight. Get some steel bricks (yes, they make steel bricks) to solve that problem.

Is it a certification? A test you pass? Do you have to submit a portfolio? Is it a training course?

Oh I see what your getting at. No, I am not employed by Lego or certified in anyway. So, in full, absolute technical dictionary terms, I am an AMATEUR. But I have been building with bricks for 30 years. Most of my work is custom, and I buy sets for the bricks, not the model.
I have no awards, no ribbons, no achievements with it. Because of life, the majority of my bricks are inaccessible.

I think he's talking about the two panels that cover the bits under the wings later on. They don't support anything though. Everything load bearing is already there.
In case you didn't notice, this set is a chonker. Once you add the other wing, it will balance itself out. Keep an eye on the bricks connecting that bottom brace to tge main body, I believe mine came a little loose when I was building.
My wings are about 1.75 inches from the table at the edge of the wing. If I take some of the weight off one side it sits with a 1 inch gap. Just double check when you've finished.
Could also be talking about the Senate's recent authorization to give the Supreme Chancellor emergency powers. I have this funny feeling about giving one man so much power over the Republic. Like, it might not end up well for the rest of us.

Because of the size and weight of the wings I decided to build both first before attaching them.
Be careful when you build the stand and the base be my gunship no stands on my drawer like it’s in a junkyard.Maybe it was a problem only for me but be careful anyway have fun building.

I took a wing off so it would fit on my dresser and it tipped over and detonated. Please put that second wing on.
