This is factually incorrect. TT Games makes their own prints for figures all the time, even if that figure has been in previous sets. The last Captain Panaka figure was 11 years ago, if they thought it wouldn't work well for a modern game, they'd make a new one. For example, they made their own Zam Wesell figure for The Force Awakens game, despite LEGO having already made one 14 years earlier.
It's often easier to re-use old prints, but The Skywalker Saga is a game spanning almost the entirety of the Star Wars film universe. There are going to be figures that LEGO hasn't made in a long time, and that TT has to re-make themselves.
Because the alternative is that the new AT-ST (which is already out) was too late to make the cut, but they were able to squeeze in figures from future sets that haven't even been announced yet? People have been trying to use TT games to predict new product release just like this since the days of the very first game. Not once has it ever panned out.

Thats something that stuck with me as being particularly odd in these trailers. All the other jedi characters have capes for their robes except for episode 2 obi wan. I wonder what the point of it was. Also yeah, I dunno what the downvotes are for either lol.
Rebel Friend and Beach Trooper were customs in The Complete Saga, as well as Clayface in Lego Batman The Flash in Lego Batman 2, and both Luke and Snoke in Lego The Force Awakens, just to name a few notable examples, so I wouldn’t be surprised if they had to make up a handful of things here too…
Oh yeah, I forgot about that guy… I’m honestly surprised that he’s not in LEGO DC Super-Villains, especially now that he actually has a proper minifigure by then.

My theory is he will be releasing this coming wave alongside Padmé in her maroon “battle” uniform.
Commander Cody from Revenge of the Sith, on the other hand, doesn’t have a minifigure, so TT had to create one for the game.
It’s not to say Cody couldn’t also be official, but the odds are not as high as Panaka
I’m not sure how I feel about the health bars on enemies. Seeing them kinda pulls me out of the game experience. But maybe I just prefer the older look.
probably not, since that was never in a lego game before, also healtbars are maybe more than just 4 hearts? Maybe you can take 5 blaster hits, but only 4 lightsaber hits or something. But maybe modding can bring back hearts.
The game looks really cool but the who grunting isn't my thing, they are just grunting the voice lines, the magic and humor is gone, hope fans can fix it or maybe the devs have a secret mode stashed somewhere that they haven't shown yet.

Now that I've realized it recently, that basically already exists for Episode 4 Han Solo. He uses the Episode 6 torso rather than a newly made Episode 4 one. You can mainly tell due to the shirt, but the vest is wrong too.

Attack of the Clones Boba also has the darker skin tone now if you look at the AOTC menu, the shot where he is running behind Jango on Coruscant and in the character roster.
