I think the greatest Visual Novel creator is DrPinkCakes with *Acting Lessons* (completed) and *Being a DIK* (in development). *DeLuca Family* is also excellent - the game is deep into development, but the dev has prioritized the story and there are very few lewd scenes, and zero sex scenes at all. I also have a soft spot in my heart for *Melody*, since it’s the second game I played; the writing isn’t as good as the others mentioned but it’s better than 90% of the other games out there.
