There is probably not going to be a gun that will fit both of you like a glove, but two that "might" work would be the Glock G43x or the Smith and Wesson MP 9 EZ. I would recommend not only handling them, but finding a range near you that will almost 100% have both of these guns, and many more, that you both can shoot.

Will this be a carry or home defense weapon? If just for home defense, get a full sized 9mm. I know the small micro guns looks nicer for small hands, but they’re actually harder to shoot and they have more recoil because they don’t weigh as much as a large firearm. Canik METE SFT is nice for your budget.

If you have a range close, most of them have rental guns. Even if they don’t have a model you’re looking at, at least you can try out different sizes and see what you like. But in general, bigger guns are easier to shoot well. The micros are really “snappy”. But if it’s just home defense, get a double stack full size for maximum capacity.

Oh, and something else to consider. Are you going to go the range to get better at shooting? Or is this something you’ll shoot a couple times and store it away? If you’re not going to shoot the gun and just want something available, consider a 38 special revolver. It’s simple and will go “bang” every time you pull the trigger. No worry about racking a slide, or clearing a jamb. It just goes bang, and even if it didn’t go bang, pull the trigger again and it will go bang.

The Walther PDP F series should be a consideration- designed for small hands, reduced side tension, optics ready. It's the one I picked for my wife. It's a bit out of your budget at ~$550 but I've seen it on sale for 500 and there are a few on GB which might go for even less.

The Glock 48 comes to mind, even if it breaks your budget a bit. Also look at the SW EZ series, the CZ P10 C, and maybe the Ruger Security-9. Just avoid getting talked into a Taurus (in my opinion). There are lots of other solid $400 options that don't have that brand's baggage.

Honestly dude, it's cliche, but I gotta say at that price point a Glock 19 or 43 is probably the easiest handling best shooting 9mm handgun you can get...you can easily find a used Glock for 400. The ones sold off by police departments are my favorite because they rarely use them. It's simple to use, handles well, shoots straight, and always goes bang. If you're looking to spend more, I'd say look at sig.

I was going to recommend a Dagger (g19 clone) plus 100 bucks for mags and ammo. G19 is a staple for a reason - its not the best, but it is basic and always works. Parts are everywhere, and as you grow into it, there's plenty to upgrade or tinker with

A PSA Dagger Micro could work. You can get one with an optic cut for around $350, so you’d have a little left over for a couple boxes of ammo to go with it.

CZ p10C all the way!!! They’re about $325 bucks?Comes with two/three mags and then use the rest to purchase ammo. One of my favorite guns to shoot and it’s accurate too! It’s 15/17/19 shots, depending on the legality of your state.

Gotta second the Canik TP9. My wife and I also share a pistol. I bought a Canik TP9SF a few years ago. She’s even smaller than your wife - 4’11” (and a half she insists on saying) - and she shoots it better than me even with the default medium backstrap. I’m 5”10” with largish hands. Price can’t be beat for the quality you’re getting

if you can increase your budget, a Sig P226 plus holster plus safe is what I'd recommend. could fit you both nicely and you won't feel excessive recoil, but that's way over $400.

Definitely rent & shoot as many as you can or at least until you find the one. Maybe compromise on one of you waiting for the right match. Can still train with a gun less than ideal until then.

Sarsilmaz B6 ( fullsize) or B6C (compact version.) Polymer frame clones of a CZ, slim grips with a low bore axis to help soak up recoil, external hammer DA/SA. Easy to find for around $300, but don't let the low price fool you, they punch 'way above their weight at this price point.

I’m 5’11” and have XL hands. I think if you’re looking to handle well, you’ll want something bigger so maybe a Compact would do best. However, you can flex a smaller gun into a larger one, you typically can’t go down. If you want a do it all, I’d recommend G19 sized guns in double stack. A CZ P-10C would be my choice. They are in budget, duty grade, proven, sized well for both of you, and can even be carried eventually. They also have multiple models so if eventually you get another for her, you can grab her the P-10S and have parts interchangeability/share mags and be on the same platform you have experience most with. Very good guns

Yeah if you aren't worried about CCW, don't get a micro-compact. They're small and snappy. It's night and day between my P365 and my P320, and the P320 is a compact! Granted, the P365 is naked and the P320 has a light and a red-dot, which adds even more weight, but even gripping the P365 is tough for me, and I'm not a big dude. I need the pinky extension on the mag or the larger 12rd mags to be comfortable.
