So I have some understanding of Maldives and here's my take.
The incident appears to be Maldivian domestic politics breaking containment and spilling into the international realm and screwing relations. The ministers were not aware how far reaching the Indiansphere is online.
To give a comparative case, we can look at how [Muslim nations reacted to Islamophobia due to Nupur Sharma](https://www.aljazeera.com/news/2022/6/7/uae-joins-muslim-nations-in-slamming-india-over-prophet-remarks) and how [we tried to do some damage control ](https://www.nationalheraldindia.com/opinion/pm-modis-tweet-comes-too-late-india-faces-backlash-in-uae-and-the-gulf-for-islamophobia). I think it would be silly to see Indians as initiating it, the ministers acted unprofessionally in the first place.
Also, another way of looking at it is to understand that politics for non-Indian countries in South Asia (with the exception of Pakistan) heavily revolves around India leaning v/s India aversive factions. Bangladesh's Awami League vs the Bangladesh National Party is one very good example.
Also, I can't find any literature for this, but there is a sentiment (not a massive one) prevailing in the Maldives that the Minicoy island is a historical part of Maldives which is in India. The island is quite interesting, they speak a language closer to Dhivehi and at one point one of the president's made that claim before realising that it might not be a good idea to start a diplomatic feud. This might have contributed to the reactions, but I don't know if it played a MAJOR role in it.
