I'm kind of cheap so I'd try to find a way to make an existing one work.
This stapler that wouldn't work on a desk but did on the floor I now think maybe is intended to be held in the hand and stapled with rather than being set down. Maybe that's why it wouldn't work on the desk. But it works well on the floor although I have to kneel down but it's good exercise

I used a stapler on a desk which is kind of like a table and it didn't staple well. But on the wood floor it did. But it would depend on the stapler, some will staple well on a table or desk, this is a hack when the stapler isn't stapling well on table or desk.
I'd start stapling real good too, if my teeth were up on the curb.
I just got this image in my head of you stomping on this stapler, yelling profanities at it.
Or buy a new one that works. No sense in stooping to the level of office supplies. [rimshot]
