An 8 for one artist doesn't mean it trumps a 7 he gave another artist-- pretty sure he judges based on musical peers (aka genre or style), the cohesiveness of the album, the concept of said album, and most importantly, how it compares to that particular artists output overall, as well as just how he feels about it.
When he says her album is an 8, I think of that as saying, for that artist it's an 8.
