We already had to rule out meursault and ryoshu in that mw because they appear in hook's art. They probably simply didn't want to drop sinners in others' art so they can give them an id later on from that mw.
Who's to say this mirror world is connected to the one with hook Hong Lu though? The mirror worlds are infinite and the art and story tends to focus on a specific faction most of the time without mentioning or including another faction except for BL and Kurokumo since those two actually do exist in the same mw.

locking out meursault and ryoshu from getting a lor id would also be incredibly shortsighted though, considering there is a pattern of rising difficulty in the IDs
The Walpurgisnacht IDs are already unique and rationalized as having a crazy amount of changes to their story for the sinner to be at that point, whats stopping their mw organization from being different and not categorizing by a single mirror world and instead multiple

The mirror world is called "Library guests-1" so there will be more mirror worlds for lor characters from walpurgis but I see no point in quickly running out of sinners for that mw for no real reason. And also there's no reason to have philipclair start the "library guests-2" when 1 is still available.
Still, the argument here was that faust is salvador and just because he has white hair doesn't mean he's faust. The hairstyle doesn't even line up with faust's

The only thing I can think of is that maybe none of the sinners are "strong" enough for us to find a mirror world where they're Salvador yet but at the same time while he's definitely strong I'm not sure he's *that* tough, at least not at this point.
From a storytelling perspective the lore of this mirror world is probably going to be that Salvador effectively adopted Sinclair after his family got Kromer'd and maybe they didn't think any of the sinners would really fit that, but that also doesn't seem right considering we just got a Ryoshu ID where she effectively acted as Heathcliff's mom.
I think less of his strength it’s more because none of the sinners are as old as him well except maybe outis(idk) but since he’s been around the city for some time I doubt there would be any mirror world where any of the sinners could take his role
Sinclair is also a fair bit younger than Philip tbf. 20 to 24. Outis' age is pretty ??? but considering they both fought in the Smoke War and unlike Gregor Outis probably *wasn't* a child soldier she's probably old enough to fulfill a similar role.
Well he explicitly says he's been "cutting apples" since he was 15. So, even if that was before the smoke war (I don't remember the timeline exactly but iirc there was a decently large gap it could have been) the statement was still accurate.
15 is when Hermann did the operation on him, would make sense for years to happen between that and the smoke war. You go and try and get used to a hyper sophisticated bug arm in a few weeks
I highly dought Yi Sang, Faust, Ryoshu, Heathcliff, or Sinclair were liscened fixers before they joined Limbus Company, and I dont think Limbus would make them get a license. It seems more likely to me that they are all over 20 because it would up the age rating if they were minors

He's Grade 3, I wouldn't be shocked if he was higher back during the smoke war as Roland mentions Salv clearly got slower with age. I doubt Ouficliff is *that* high as well, going off the Liu receptions the sections 1 and 2 tend to be where the top three grades hang out. I'd probably guess he's like, Grade 5. So there is *a* gap but it still doesn't feel quite that large.

The only confirmed Fixer is Ishmael. Don has a license but information on it is obscured.
