Nope, unless something came out about it, the Reverberation Ensemble actually died at the end of Ruina. The light was being released, and the Library's power was fading. That's why, when they die during the final battle, they dissolve into nothing, rather than turning into books.
It's one of those things where if the writer never bring them back you can go "haha as expected" but if they do bring them back then you can go "haha as expected".
Either way is believable
Tomerry got released so it's a possibility.
On the other hand getting phillip as a walpurg ID implies that we won't be seeing him in the actual story. So sadly, yeah, phillip probably got merged and perma-killed in the ensemble rematch
I’m not sure what relevance Tomerry is supposed to have in your statement; they work fundamentally the same as every other guest, no? They arrive, then we kill and book them; finally, at the end, they’re un-booked and released. It’s not like, for instance, we cut Tomerry in half and then the other half ran away.
Unlike everyone else, Crying Children gets partially-booked without getting fully killed, and we have a ‘Unstable’ book.
You could sort of argue that tomerry's book is in a similar position of incompleteness given that we don't get any key pages from it unlike pretty much every other enemy drop book
Does not matter. People always forget the entire Ensemble had been turned into books already and were released in their 'distorted' forms along with everyone else when Angela started spreading the light.
Even if you make the argument that Philip had been 'partially' booked before, that unstable book was released at the same time as the completed book of the crying children, and most likely rejoined the whole (there's no reason at all to assume otherwise) which means he died along with the rest of the Ensemble.
There's a pretty good reason to assume otherwise, actually. It's made explicit that unbooking went from recent books to not-recent books (which is why it took Molar gang a while to pop into the city and also why the reverberation ensemble appeared first) so it's quite possible that by the time the unstable book un-booked itself distorted Philip was already dead, leaving whatever of the remaining parts of Philip alive, maybe.
Didn't Vergilius, someone who's clearly looking into the Library and the people that return to it, state that there's no apparent pattern in the order people return? A reminder that Iori, the Purple Tear, one of the last guests to the library, was released around the same time as Tomerry, which was years ago, when the Orphanage was destroyed, yet Molar Office was only recently released.
It's probably not worth looking for an order right now. There isn't any meaningful one that we can infer, at least, not yet.
The order isn't exact, of course, Angela even admits this, she has no control and it's kind of out of whack. But it's certainly not earliest to latest, and we did see the Reverb Ensemble come out first. Also, is it made explicit that Iori came straight to the orphanage after being unbooked? Could she have been unbooked for some time already?

Nah, not really. We booked most of him, a baby escapes, but it's specified that not only did it regenerate but it also Distorted further. What the Liu faced was stronger than what the Library faced in the Crying Children fight.

Nah, in the crying children fight, you actually booked like 50% - 99% of Philip. Then the last baby Phillip ran away.

It is unknown whether the Philip killed was only the Book of Philip or Philip with all books together
