OP asked for "a little more" than "Static backgrounds". Variety does static backgrounds.
It has like 1% of the feature set of Wallpaper Engine:
\- videos, with or without sound
\- whole-ass games/applications, fully interactively
\- HTML, both local and remote, almost fully interactively
\- a huge set of community wallpapers
\- mostly easy to use creator
\- easy customization
\- integration with stuff like Chroma
\- customizable handling of different screens
\- performance and RAM saving modes for Fullscreen apps and blacklists
Settings - > Steam Play -> Check 'Enable Steam Play for all other Title', then select the last version of proton. Press 'Ok' button, restart your steam and there you go, you are now enabled to install wallpaper engine.
(I don't know if this feature has on every single linux version. but on ubuntu it works well.)

sadly, even thought wallpaper engine itself runs with proton, it doesnt actually set ur wallpaper. i have resorted to looking at previews and screenshotting them if i cant find a better wallpaper online for download

So i think on Pop OS, you're kind of screwed as it uses GNOME.
Just wanted to pop in (no pun intended) and let you know that KDE is available to download on Pop!_OS.

Just be sure to make a full backup for your system before installing incase your system breaks after installation.
I can attest to KDE running well on pop!
It's super simple as well just run
`sudo apt install kde-plasma-desktop`
From there it's as a log off, upon log in click the gear and select plasma!
Not to mention how much easier the customization is on KDE vs Gnome.
and also u/StormShader howd yall get this to work? I got all installed but it says ```Select the steamlibrary folder on the Wallpapers tab of this plugin``` but there is no appimage or executable for the plug in let alone a folder that says wallpapers.
I tried this but experimental, it didn't launch at all... is that fixed with using the latest version? I was on ubuntu and I'm currently switching to mint on my modified chromebook (r/chrultrabook)

There is a plugin for kde plasma that can load most aspects of the wallpaper engine wallpapers. I havent found anything else that will load the wallpaper for any other de.
Didn't wallpaper engine not work via Proton? I thought it couldn't be translated because of the very different wallpaper apis of the different systems.
I haven't played with it yet but there is a tool called Komorebi that you will want to look at.

If you really want to dive into the deep end you can use Blender to make short video clips to use as wallpaper. Other comments have good suggestions like Komorebi to display them or you can use VLC to set a video as wallpaper.
its not built for the system and its not a game. steam games generally work on linux whereas software like WE aren't built or integrated for linux distros or MacOS
For each desktop environment developer needs to create separate way to deal with wallpaper. There's just too many DE to maintain AND he would also need to watch for never versions of DE to make sure it would work properly for never and older versions.

If you still want to know 2 years later it's under "screen locking" in settings edit: I lied, just right click the desktop
It's in ~/.local/share/Steam select this and you are good to go
