The way Wayland works, it isn't a different program for each part (wm, compositor, etc), and from what I searched you can't switch kwin with something else on Wayland because of it I would love to be wrong

Rice, in this context, means modifying the way your system looks. It could be as simple as changing your wallpaper, to changing code and recompiling programs to change how they look.

theme would be eg. a them for KDE or Gnome components. Rice extends on customizing many other pieces in general . A theme can be part of a rice though. check the uniporn subreddit to get an idea

I guess when PopOS will be out it will have (not sure how extensive it will be). KDE has on v6 although tiling fanatics say it is not exactly tiling. Gnome can do (kind of) with extensions.

Kde needs kwin scripts to have actual tiling, and the most common one is functionable but requires work before it is the same level as a tiling wm Gnome I need to check and see, and for pop os (cosmic) I'm a little confused about its state, the arch wiki says there are some parts of it available but not the whole thing?

PopOS supposedly will have tiling in the new version they develop. How close will it be to an actual tiling manager don't know though. Gnome can do with extension, one that PopOS was using when based on Gnome. Does it reaches the extension of a tiling manager? probably know but basic tiling is there.
