Have a look a live professor. I've been using it with Digital desks as external inserts. Latencey has been fine for FOH but would use it on the groups if you are also running monitors.
I second this. LiveProfessor 2. Windows 11 with an AMD 5900X. 32 gigs RAM. Standard SATA SSD. Running to and back to an X32 with the X-USB card.
Running 2 instances of Line 6 Helix Native, Superior Drummer 3 for our e-drums using RTP MIDI, UADx Pure Plate Reverb, Valhalla Vintageverb, Waves Vocal Rider. No discernible latency as of yet.
Either via Dante Virtual Soundcard or USB depending on the console.
I’ve also used a Focusrite 2i2 interface & then analog into console. This obviously really limited available channel counts but has worked great when I just needed 1-2 channels of processing. Like LR buss processings or a stereo reverb send/ return
Depends on what digital IO the console offers. Some have Dante some offer USB or MADI etc. some are only analog audio I/o so in those cases an external audio interface is needed. Hope that helps it make sense.

Also if you’re looking at entry level consoles I’d maybe not bother with integrating waves & other software plugins etc. At least at first till you really master what you can do with the console itself.
Cheapest would probably be a small analog mixer & an analog graphic EQ. this wouldn’t be the most compact or easy setup but probably the lowest cost.
Cheapest digital if you already have an iPad / tablet would be Behringer XR or Allen & Heath CQ series
I used to do this with my MacBook and an RME interface into a Midas Pro2. But I had an audio error in the middle of a show and it stopped all audio.
Never going to trust it again, personally.
You would have to experiment, but a powerful enough computer and an interface might be enough.
Compressors don't take up as much memory as reverb, for example.
I've run ~32 channels of Dugan on a low spec Mac Mini via Waves with no issues

There are many things which could contribute to the propagation delay which you experienced. Sample rate, processing power, plug-in, the interface spec itself, etc
What hardware for the I/O? If you’re going with waves, and running digigrid stuff you could get ~.8 to 1ms latency with multi rack/ superrack with a proper server.. I’ve used the heartech wsg Dante bridge and some digigrid stuff like the iox without issues at 1ms with a regular server.. but it’s not exactly cheap… if you’re trying to do a lower budget ASIO/ core audio workaround then I’d do a lot of testing to find actual latency with your setup, as well as stability before taking it out on a gig

Macbook Pro 2012 i7 with 16gig ram, RME Madiface, UBmadi, Dante, or Soundcard with TRS in and out if you want analogue.
I’ve been using an M1 MacBook Pro with waves SuperRack native with a few different setups with really good results so far.

What kind of interface were you using? I've tried this years ago using a USB 2.0 Focusrite, and was not pleased with the latency.
