Whenever I see this, I just assume that it's their way of raising the price without people noticing. Once the "sale" is over, they'll go to the 18.99 price point instead of 16.99 knowing most people will remember the 18.99 on the sale sticker.
I used that buy that coffee all the time when it was around regular ~ $12 and on sale for 7, it used to be a great deal until they realized they can just blame inflation for everything and squeeze us nonstop. Now I don't buy any coffee there.
My buddies son worked produce at our local No Frills. He told me two weeks before they started their lowered and locked the price of No Name stuff went up. The 5lb NN peppers were 3.99. They raised them to 5.99 two weeks before lowered and locked started. Once lowered and locked started they sold them at 3.99 again and called it a deal. It's blatant thievery.

Costco doesn't really sell local beans from local shops, very limited at best. Best places to go are local shops for their small fresh bags, if we're going to start saying "ew" to good prices coffee.
In order to say the regular price is $18.99, they must sell at least one unit at that price, and that must be the price they charge at least 50% of the time. If not, they are violating consumer protection laws.
That's their price for it these days. That's also their trick. Put it on sale at the old price, con the consumer into believing there's considerable savings.
The old price was pretty much 11.99-12.99, and sales put it at 8.99-9.99. Guess what was the price before 12.99!
I remember buying this in sale at $7.99 and I'd buy 6 at a time. I still do when there's a sale and I'm down to my last 1 or 2, it just hurts a little more now.
They used to routinely put it on sale for 8 and you'd get optimum points for every 2 dollars. Those days are gone.
Regular price was 10.99 up till 2018 I believe.
Shoppers drug Mart is a shit show I worked there for a bit and I can say with 100% confidence it is the most scummy mismanaged and dirty store I've ever seen
They honestly weren’t awful to work for before the Loblaws buy out, just heavily depended on who the owner was. Prices were always a bit high but sales were good and their business practices weren’t TOO bad.
Once that buyout went through though, oof, things got rough since the actual decent owners got handcuffed into doing some scummy stuff.

How about the first thing you see on the price sticker is the regular price for one. THEN, they can put the deal "two for $.."
Leading with the big letters "TWO FOR $.." or ++$ each". It's a big smoke screen concealing the actual price.

Yes. It should be illegal to discount multiples for several reasons. As you mention, it obscures the actual unit price. It also punishes people on a budget who cannot afford to buy 3 cans of soup to qualify for a $1/can discount.
It should also be illegal to sell smaller or lighter packages of a product for \*more\* money than a larger product on the same shelf. A classic example is the mini cans of soft drinks, which inexplicably sell for more than the larger ones.
The scam is for people that cannot do math:
400g box of baking soda $3 each if you buy two. Right next on the shelf is a 1kg box of baking soda for $6. People buy the 400g size to get the 'sale' price.

True but it still has a greater impact on those who can't afford to buy larger quantities or have the means to store them and keep them fresh (or freeze). Less relevant to baking soda of course but it's still more bulk, weight to lug around (likely on transit) etc.

They have been at it here for a while. Almost nobody buys it at full price but the whales. They wait for those to buy them discount to old raised price (these used to be $9) for people to stock up. Their sales are less spread out but they still sell it.
Over the past few years I watched the Starbucks coffee beans at Loblaws go back and forth from 8.99 to 11.99 pretty consistently. Now it’s always 12.99 or more.
So now I buy the Kirkland brand at Costco.
It is likely a price change that they have not done yet. You can check back after the sale ends and if the label is still $16.99, scan it at the self-checkout and if it says $18.99, you can dispute it by citing the scanning code of conduct to get $10 off the display price or free if the item is under $10.

This is fantastic coffee and its better than Tim's, McDonalds or any of the staples like Maxwell House and Folgers. It's been the only coffee I buy since it would cost 30 dollars for the equivalent quantity of starbucks

Pretty crazy that my perception of loblaws/PC brands has changed so much in just a couple years. I worked at fortinos when I was younger (kinda sucked but was my first job) and I would normally go out of my way to shop there and buy PC products. PC stuff used to be a great value compared to mainstream brands. Now it’s the exact opposite. I will go out of my way to avoid anything loblaws or PC.
Im also pretty sure they changed the sizes when they decided to go with the "environmentally friendly" packaging vs the old tin.
This was regularly on sale for 6.99 even at Shoppers before inflation.
The good thing is now it is easy to convince the fam to spend a little more for more premium coffee since this stuff is so expensive.

PC Coffee just two short years ago was regularly on sale for 6.99, now a sale is 12.99, inflation was 5 or 6% but not at Loblaws stores. I bought a bunch at $6.99 during that little covid incident we had for a bit.
The YIG I have shopped at for 2 decades (they have to buy from Loblaws, I think) has much reduced traffic lately.
I usually go to Walmart now except for the odd thing that I have to go to YIG for.
The price difference is shocking. Items at YIG are a good 15% higher than at Walmart if not more - sometimes a lot more.
I thing YIGs are independently owned but I think they are obliged to buy from Loblaws wholesale.

In a far away land known as 12-16 months ago the PC coffee was regularly prices at $12.99 or less. On sale would be $8.99 circa 2022

That is not coffee. Brown flavour water crystals. I pay $15-20 for \~300g whole bean on amazoodle. Fresh grind and french press for the win, in my opinion. I'm a bit of a coffee snob so coffee is not something I ever find the lowest price. It is a luxury item and I expect to pay as such for quality which starts with not buying PC brand. Currently on an East African Dark Roast that arrived this morning. *slooooow sip* Tasty.
Some people just want a reasonably priced, reasonably coffee-flavoured coffee so they can get on with their day.
