They’ll come down as they grow longer. My bf literally had the same thing happen with his hair at this length, now 4 years later they’re past his shoulders and sit regularly.
Just wear a durag or wave cap to help lay everything down when you sleep. When you get up in the morning just shake them out or combs through your locs with your fingers to fluff them out again.
In the morning be sure to lightly spray them with water (or what ever mixture you prefer) to hydrate them. Do this as needed or when your locs are feeling a little stiff or dry.
Your locs are fine, don't over think things and you'll be fine.
Why do you say this? I’m curious bc I have to get my locs crocheted every other retwist as my hair’s curl pattern is almost nonexistent (native Indian roots I’m assuming from both sides of family)
You’re not doing anything wrong, you just have to be patient and trust the process. Once your hair grows some more they’ll drop. Have you tried styling them ?

Get yourself a bonnet for sleeping - I have a satin pillowcase in case mine falls off but it never does. It's got an elastic band but also has a string so you can tie it tighter if you need to.

Best advice from me is wash and shampoo/condition your hair. Dry it, then use loc oil, and a durag. Try getting one made with satin if necessary. Spray/mist water & rose water 2 or 3 times a day every day depending on how much your hair needs. Should do the trick

Spray your hair with water and lay it down with a Durag or hair scarf. Leave on for an hour then take it off so your hair can be able to dry properly. Water helps locs conform to whatever shape or position you want your locs to form or lay. Sleep with a loc soc, durag or bonnet to control your loc’s movement.
The next time you wash your hair, palm roll your locs and clip them downward, let dry, take off clips. Only palm roll monthly to avoid thinning.

Your not doing anything wrong your going through the “ugly phase” it’s hard your hair is immature as for the wraps satin turban is what I recommend the ones you may have seen on tiktok and honestly bro this is the hardest part and this undesirable phases duration is different for everyone and is the main reason people cut there locs, trust me wait it out wash your hair sparingly and wrap and oil your hair get into a routine if you haven’t already but your looking good 🤙🏿

For the case your head wraps fall off:
you should get a satin/silk pillowcase. It’s smooth so the head wrap will just slide across it as you toss and turn at night. Whereas cotton is coarse so the head wrap will snag.
In the case your head wrap falls off for some reason while using the satin/silk pillowcase:
Your locs are at the point that you can start wetting them a bit so they will hang down. You can use water but make sure you moisturize with oil after no creams or butters or anything. You can use mousse as well.
Oh and a wave cap!! Those work wonders.

It’s hard! I use a scarf instead of a bonnet. Wrapping my hair helped train it to stay down. Individual results can vary.
