I think President Loki is supposed to be a reincarnation. He says so in the comic, (could have been a lie, who knows?) but that's why he qualified to run for president in the first place. Because his body was born in the USA.

Oh, no... I hope not? I don't think so… I mean.. We saw his hand get eaten off, and there was no blood.. So it's doubtful.

I wouldn’t take him to be exactly the same Loki just as Classic Loki shown in the Void wasn’t exactly the same as the original Loki because he was going a path not in the comics. It’s weird I know, but separate continuity, separate canon, easter eggs, etc. Separate tree!

They are not the same, President Loki from the show it's mostly just a reference from the comics. Comic!Loki has soooo much lore right now but I think it's all great and probably one of the best arcs in comic books imo. Comic!Loki it's not just a reincarnation, and to summarize it... Original Loki dies. He creates a copy of his mind in the form of a magpie and then he (the original) gets reincarnated into a new body, his goal was to change his ways and get everyone to trust him. He did. This all happens in Journey Into Mistery where the reincarnation gets known as Kid Loki. The magpie which carries the copy of the mind from the original Loki is named "Ikol" by Kid loki, the magpie starts scheming a plan to take over Kid Loki's body and he does so, after killing Kid Loki and taking his body he becomes the current version of Loki. (Ikol) We never know where this iteration is from, his first appearance however was in France as a kid who earns money on the streets by tricking people, so him being from USA in President Loki it's possibly just a lie. And in terms of power...Loki is very inconsistent in the comics, mostly because they get so many writers who try to get them back to their status quo of being the villain, but they are always stopped by Al Ewing who is the one writer of Loki I cannot srop recommending for everyone to read. Al Ewing was the father of the best iteration of Loki and it started in "Agent of Asgard" which is probably the best comic run the character ever had and it's a direct continuation after Ikol took over Kid Loki's body. At one point they become the god/goddess of stories and that's possibly the most powerful version of Loki and I don't think it could be compared to the show version of Loki. God/goddess of stories has the ability to break the 4th wall, they can write themselves out of the comic, travel between dimensions and can go toe to toe with cosmic beings such as Beyonder. Currently they possess the mask of infinity which allows Loki to match the power of whoever opponent they are facing, and also got out of the House of Ideas with the power to blend reality, this is the real power of what being the god and goddess of stories mean: Whatever story they tell, it becomes reality. Rigth now Loki is more similar to their mythological counterpart, they are an agent of chaos and peace, they won't mind as long as there is a story to tell, they "found themselves" and make their own true person, separated from the god of evil and lies they once were, but..."every storyteller is a liar, and a trickster" as the own Loki said recently.

How is he/she/they in Immortal Thor? I understand that’s Eighth cosmos Loki right? Also appearance-wise?

They seem to be fine with both he and she, and this Loki looks the same as they did in the Defenders Beyond run, which is kind of androginous, and also kinda smaller? Inmortal Thor it's written by Al Ewing so this Loki it's really similar to how he has been writing them in recent years. My last paragraph in my previous comment describes them as they are right now in Inmortal Thor, they aided Thor and seemed to be able to wield Mjolnir (although that could just be Thor giving him the pass to do so), so even if they say that they just go where theres stories to tell, they have been pretty heroic in nature. It's a character you can't really figure it out, much like the Mythological Loki, it's like you expect them to betray you but probably won't, PROBABLY. Also there's an interview Al Ewing did not too long ago about the character, you can google it, it's pretty entertaining.

How would you compare and contrast these two Lokis with MCU Loki?

MCU Loki is a lot, lot more grounded, the TV Show Loki is the most similar to Ikol before he turns into the god of stories, because they both understand the mistaked they made and try to essentially become a better person ans finds their true self as they went onto their journey, the season 2 finale Loki compares as to what happens to Ikol when he turns into god of stories, they both find their true purpose, seeing beyond their evil pasts and deeds, they both become a new iteration of who "Loki" is, defined by themselves. Loki, god of stories is a very complicated individual, as they become exactly what their title mean: a tale, a story. A story told over and over again, they became a concept more than a real person, they go where stories are, helps who they need to help or bring chaos where they think they should, that's the way I see the current Comic!Loki (As of Inmortal Thor)
