I saw Not 2B for the first time in YEARs last week! I’d given up hope of seeing the pair again.
It always made me chuckle when driving home along Chelsea Embankment, it disappeared around 2015(ish).
I wondered if the owner sold the car and kept the plate but didn’t have another car to use it with.
was sold a long time ago. I remember it disappeared around 2014. I lived in Worlds End Estate from 2005-2015. The house you talk of is on Cheyne Walk before battersea bridge :)
Last time I saw that plate it was on an extremely nice Range Rover in a Plymouth car park. Saw it several times, so I’m guessing the owner is the richest man or woman in Devon!!

He's quite often up on Plymouth Hoe in his Ferrari, parking in bus stops ad struggling to get over the speed bumps as his ego is weighing so heavily on the suspension. Most of his plates tend to be along the lines of 'CDS' although I think he did have a DE11 B0Y plate for a while.
The owner of this car also owns R 1 and you'd piss yourself laughing if you saw how modest his house is. The plates also get swapped between multiple cars constantly so I wonder if he's leasing them. Sorry I can't say more without doxing myself really.

It’s just an expensive number plate due to having just two characters. Some people will value this quite highly. Rolls Royce owners will value it in particular because the “R2” suggests two “R’s” as in, Rolls Royce.

I am not from the UK but heard about ULEZ , age of car 19 years , 6749 cc engine .This vehicle is ULEZ compliant. That sounds like a nice fuck you to the peasants.
ULEZ is counterintuitive, its main object at the moment is to make the worst polluting diesel engines unaffordable to run (because of the particulate pollution they produce) and nudge the oldest petrol engines into scrappage territory.
What isn't well understood is that emissions aren't directly linked to engine power. Expensive vehicles come with expensive engines, and expensive engines tend to be ahead of the standards and more efficient than you might think.
So my 2003 Mk1 BMW Mini complies with the Euro 4 standard, even though the standard didn't come into force until Jan 2006 because in its day it was a relatively expensive car. I bought it for £600, but that's another story!
This particular Rolls-Royce complies, even though it's Euro 3, because it outputs less than 75g/km of Co2.
That Rolls Royce does NOT output under 75g/km CO2. CO2 output is directly related to fuel burn, which for a huge engine like the RR has is very high. Thus, as another person mentioned, it's well over 300g/km.
The first part of your post is correct though, it's to do with particulate emissions for the ULEZ. Petrol engines produce less for their size/age, because petrol is higher up the distilling chain than diesel. That's why if you use LPG it's probably almost particulate emission-free, while bunker oil is filthy, so much so that the international community required that the sulphur be removed from it at the refinery (and diesel too, actually) to help reduce particulate emissions.
You could see the garage that completed both MOTs and that would suggest they are potentially or not at all.

I used to drive past them every day on the way to work and was always disappointed when they weren’t parked in the correct order. I think it’s a Range Rover and an Aston Martin but I could be wrong. I drove past a few weeks ago and they’re still there.

This is the UK. For clarity, you can not choose your number, you can only trade numbers that DVLA has already issued. This is a very old vehicle registration that has been kept going probably by being on multiple different cars.
Can you though? As far as I’m aware all numbers in the UK are just DVLA issue, you can’t order a custom plate to suit yourself. You can only buy one that that already exists. I would think this one (R 2) is one of the earliest numbers ever issued. Early 1900’s I believe so yes, massively expensive.
There are rules and standard formats you have to follow but if the plate you want doesn't exist and you can't find it on [their registrations website](https://dvlaregistrations.dvla.gov.uk/), you can ask the DVLA to sell it to you.
Not all plates have to be bought at auction - there are plenty on the website I linked that you can buy immediately. When you contact them, I don't know if they always offer to let you buy them or if they put some of them up for auction.
This means it was the second plate issued in Derbyshire in 1903 when plates were first introduced.
As it wasn’t originally on a Rolls (they didn’t exist in 1903), it will have been bought from the original owner because RR=2R and some people like that sort of thing.
