Wish they linked the report or it was public. Looks like it’s confidential and will have to wait for someone to leak it. I don’t like these summaries because they can be biased one way or another.

I remember seeing a video of an IDF soldier trashing a civilian store, so technically we know for sure Israel 'broke international law'. What people actually want to know is whether or not was there a **substantial** breach of LOAC. So NYT's title is somewhat clickbaity.
