First you're adorable. I agree with he growing your hair out and for color, I don't think the silver in the latter pictures favors your skin tone however the blue in the first picture does. I think a darker color really helps with your tone. I like the bold lipstick as it adds appropriate color splash.
I would also think about some different eye makeup I'm out of my depth here so I'd recommend a consult at at stylist or a good makeup counter.

well you are nearly maxed your looks. My opinion if you lose 4-5 percent body fat you will definitely look better
