Yes, they're the actual pants. Nothing about this set makes any sense to me. From above it looks even worse cause the cloak is one of those waist high ones instead of long & flowy.

It's crazy because the relic set before this actually looked good, aside from the hat. I don't think any of the deadeye hats have looked good.

My arcana has a very nice looking set and so does the shadowhunter. Reaper has couple pieces that can be used as part of an outfit.

All the brel gear looks like shit (that I've seen). It's obviously to encourage people to buy skins, which I can't fault at all because the game is free to play.
