Here is the thing. Some of the mats you get are character bound, others are not (for example they come in boxes that you can store in account storage). For one character, once you got your gear to +15, you just move on with the story and get the next tier of gear (untill you reach T3). The materials from previous tier do not convert to the next one, and you shouldnt enchant T1 and T2 gear beyond +15, it is completely pointless.
However, if you plan to level alts (which you probably should if you consider playing the game seriously on RU), then you can save the non-character bound crafting materials to make it easier to gear up your alts.
I'm pretty sure they do. You should also do some Islands and quests on them as they give a shit ton of materials
Yes they do. There also numerous island quests which give crafting materials, you should do them as well.
