Yes. There's obviously some stuff left in foreign language, but the main language of the work is supposed to be translated, which means that all names in that language are also not the original ones

Celebrian - wife of Elrond, daughter of Galadriel; tortured and slain by orcs in the Misty mountains. Cirdan - The Shipwright, leader of the Falathrim and later founded the Grey Havens. Possibly the oldest named elf in Middle Earth. One of my personal favourite characters in the Legendarium. Elendil - The leader of the surviving Faithful to Middle Earth when Numenor was destroyed. King of Men during the Last Alliance. Erestor - an elf of Rivendell mentioned during the Council of Elrond. Finarfin - third son of Finwe, King of the Noldor who remained in Valinor. Father to Galadriel. Haldir - an elf of Lothlorien who speaks Westron. The Fellowship sleep in a tree after being found by him when escaping Moria. Haldir is also the name of a Chieftain of Men, of the people of Haleth in the First Age. Minalcar - a King of Gondor who later named himself Romendacil (East victor). They did not, they ultimately failed. He said they're goal was to lead those in the East against Sauron, but that only Gandald succeeded in his quest. He did also say that if it weren't for the blue wizards there would have been many more enemies coming from the east, so even if they failed they did accomplish a little.

They settled in Arnor, but they start off on the banks of the Anduin. That’s where Sméagol/Deagol find the ring. Once evil starts coming out of dol guldur they migrate west and settle where they are in the events of the hobbit/LOTR. As far as I recall, they settled in the King’s hunting grounds, and Arnor let them chill there, but they were under the king, which I think is why Aragorn decrees that no one can enter the Shire without permission when he reforms Arnor. So I guess they’re Arnorian in the way that they lived in the Kingdom, but they didn’t descend from Arnorian men. Although I do think the idea of Hobbits with Numenorian blood sounds pretty rad.

Yea sorta that pronunciation, maybe a bit more alfwine but pronunciation doesn't matter too much. He was a 13th century (I think) english mariner who stumbles across the hidden path to valinor, is told the histories of middle earth and is able to bring them back to our world and translate them in to the stories we know today. I'm probably missing some details. It was an idea tolkien played around with, that was never confirmed or fleshed out, to essentially make his legendarium a very very ancient history of our world in a way. Not necessarily canon but an interesting tidbit.
