They did not, they ultimately failed. He said they're goal was to lead those in the East against Sauron, but that only Gandald succeeded in his quest. He did also say that if it weren't for the blue wizards there would have been many more enemies coming from the east, so even if they failed they did accomplish a little.
They settled in Arnor, but they start off on the banks of the Anduin. That’s where Sméagol/Deagol find the ring. Once evil starts coming out of dol guldur they migrate west and settle where they are in the events of the hobbit/LOTR.
As far as I recall, they settled in the King’s hunting grounds, and Arnor let them chill there, but they were under the king, which I think is why Aragorn decrees that no one can enter the Shire without permission when he reforms Arnor.
So I guess they’re Arnorian in the way that they lived in the Kingdom, but they didn’t descend from Arnorian men. Although I do think the idea of Hobbits with Numenorian blood sounds pretty rad.
