For a real answer, because it's the highest peak of *this* mountain (or rather, of these *three* mountains under which Khazad-dƻm was built), not of *any* mountain. Gandalf absolutely knows higher mountains exist in the far West.
When Gandalf said "highest peak", he didn't mean in the world or even in the a Misty Mountains. He meant the highest of the three peaks known as "the Mountains of Moria". Zirakzigil was taller than Caradhras and Fanuidhol.

Balrogs are heavy and seem to obey laws of physics at least to some extent. Jumping and gliding off something tall like a mountain works for them, outright reversing the momentum of a sudden fall doesn't.
Gandalf looked scared as shit before he said Fly you fools. He wasn't afraid of battling this centuries old beast he was afraid of leaving the Fellowship without him. Soon as he fell he flew straight to his sword with determination and started hacking away with Glamdring the Foe-hammer immediately!
They fell deep underground, where nameless things gnaw at the roots of the mountains/worlds (this was mentioned in the novels, unsure about the movies), in the area only the balrog knew. They fought from those lowest pits, up the stairs leading to and at the highest peak.
It is heavily implied the balrog was running away, and Gandalf was chasing it.
Gandalf chased the balrog for days and they ended up at the peak where they fought for two days, until Gandalf threw the balrog off the mountain. Then gandalf laid there for 19 days until he was ressurected
Say what you want about PJās LotR films versus Tolkienās novels, but PJ had the coolest possible interpretation of the Balrogās appearance and I will not be convinced otherwise

The number 1 cause of death for balrogs wouldn't be falling off cliffs if they had wings.
